Partnership working with Adur and Worthing

Adur & Worthing Councils logoOn 5th March 2010, Adur and Worthing councils scooped a prestigious award for their groundbreaking partnership from Improvement and Efficiency South East (IESE). The two council Leaders, Neil Parkin and Paul Yallop and Chief Executive, Ian Lowrie were presented with the progress through innovation award.

The award, for delivering significant results through new ways of working is recognition for the project, the first in the country to have one workforce working for two councils. This example is now being followed up and down the country as councils look at ways to save money and provide quality services.

Adur DC and Worthing BC logosThe Adur and Worthing partnership is set to make savings of £2.2 million pounds in this financial year and expects to make a total of £6.4 million pounds in savings by 2012/13. The savings have been made without losing any front line services and by finding more efficient ways of working.

The two councils have one Chief Executive, one management team and a joint workforce of about 1000 and many of them work in shared teams.

The two leaders are over the moon to receive this award. Adur Council Leader, Neil Parkin said: “I'm delighted all the hard work by staff and councillors that has gone into this partnership is recognised by this sought after award.”

Worthing Borough Council, Paul Yallop added: “We are so pleased to receive formal recognition of the massive effort that has been put into this work. Being a pioneer is never easy and there were some doubters along the way. I would like to thank all the staff of Worthing and Adur for their commitment and hard work. There is still much to achieve and we look forward to developing more joined up services which will deliver improvements and cost savings for our residents. We are also advising many other councils who now wish to follow our lead.”

Individual service by service high level business cases

In these Executive Heads of service had to develop a business case for their areas of responsibility, setting out how the joint services could be delivered in the future and how they could be brought together over the next 2 years i.e. before Mar 2010.

All business cases went through Joint Overview and Scrutiny Committee, followed by the Joint Strategic Committee to allow joint consideration across the two Councils on how each service would move forward and when. There was one exception, that being Adur Homes which looks after Adur’s Housing stock and was therefore only considered by Adur Cabinet Members.

Blueprint

We completed a Blueprint to compliment the partnership programme.

This acknowledged all that we’d done to date with regards to setting up the partnership and making it work, helped identify a few gaps and highlighted what we still had to be done to complete the task. The themed areas were :

  • People : organisation structure, staffing levels, roles, skills for the transformed organisation;
  • Citizens and Customers : the approach to customer service, customer segments, channels for customer access;
  • Governance : decision making operations and who will be responsible for owning each one to develop best practice;
  • Performance : operational measures of costs, service levels for the transformed organisation e.g. outcome & output targets, customer service area and of each key process
  • Information systems : tools, equipment and other facilities required for the new ways of working of transformed organisation inc facilitating remote access and mobile working
  • Pooled support services : costs, performance, service levels to enable the transformed organisation to operate efficiently and effectively;
  • Corporate physical assets : utilisation and optimisation of corporate physical assets inc buildings to deliver the new ways of working of the transformed organisation
