)
As of Friday, 3 February, 2012 :

All council services are currently running
as normal
however, if any council services are affected by snow or ice then the relevant
sections below will be updated every work day throughout the day until
they are back to normal. Please contact the relevant council service for more
details (see below).- Updates will also be posted on our relevant Facebook and Twitter pages

- The Met Office have issued an advisory for a risk of snow over the south / southeast region - please see see the Met Office website for updates.
We apologise for any disruption to council services that may be caused by snow and ice.
If temperatures across the SE of England remain close to, or below, freezing this means that any untreated surfaces will be slippery and overnight freezing will make conditions worsen and become treacherous due to ice and/or snow.
Remember - If you have to be out and about in periods of poor weather conditions please remember to take extra care and only travel if your journey is absolutely essential. If you are out enjoying the snow, please enjoy it safely!

Please note :
- During periods of snow and ice we aim to keep the service going as
usual, however it is
down to the individual drivers to make the final decision whether roads are
safely accessible or not. As a result some roads may not get their collections at the usual
time or may even get missed.
We apologise for any inconvenience caused - for more details see the AWCS website (www.aws.gov.uk).

Frequently
asked questions (FAQs) or comments :
- Due to the snow and ice my bin(s) were not emptied on my
normal collection day, when are you going to empty them?
We will be emptying your refuse bins on your normal next scheduled collection day (except recycling, see above). So if your bins were not emptied on Friday last week for example, we will be collecting them this Friday. We will also collect all side waste that this delay may have caused (whilst the snowy conditions persist).
We have been able to collect the recycling because this goes to Ford for sorting unlike refuse although this will be subject to weather conditions. However there are still roads which we are unable to get into, those road affected will get collected when the weather improves, or will also have to wait until your next collection day. Further details will follow - How do you decide whether my road is suitable to empty my
bins in snowy or icy conditions?
We will attempt to reach everyone but it is the driver's call as to whether it is safe to drive a large waste truck up and down streets; taking into consideration the safety of the crew, pedestrians, and people's properties / vehicles. - I have seen the truck go past my house which is on a hill
but they didn't stop to empty the bins, but they did the other roads at the
top or the bottom!
The weight of a waste truck is much heavier than a private car. On some roads the conditions are such that the driver considers it unsafe to stop, either because it is possible they wouldn't be able to get going again or would be unable to stop safely. - One or more of my bins has disappeared
One of the problems the recycling and refuse crews have experienced in snowy and icy conditions is that bins can slip into the back of vehicles and get damaged, this may happen again. If you find that any of your bins have gone missing please let us know (telling us which colour bin: grey, blue, or green) on 01903 851729 or send Adur & Worthing Council Services (waste) an e-mail and we will arrange for another bin to be delivered as soon as we can. - When should I put my bins out?
We have had comments from the public that they didn’t put their bin out because they assumed collections would be suspended so have missed their collections - in this case they may have to wait until next week to be collected. If we do miss or cannot get to customers this week we will clear all domestic waste next week (weather permitting) on their usual day of collection, there will not be a problem with any side waste (extra bin sacks) that may have been produced in the meantime.
If a collection is missed today it is uncertain as to when it will get collected, this will be dependant on resources and weather conditions. We apologise if your collection is missed and will endeavour to collect it as soon as weather conditions permit.
Please continue to put your bins out as normal on your normal collection day - if they are not collected then please leave them out, if possible, as it may get done this week (weather permitting). If it doesn’t go this week then all will be cleared next week. - I've got too much recycling material to fit in my wheelie bin, what should I do with it?
We are getting a number of calls regarding excess recycling and its containment. Due to the current snowy and icy situation we will take the excess recycling in black sacks, however if the customer can either leave the bag open or mark the bag in some way so its obvious that it is recycling and not normal refuse.
Please also note :
- Moving wheelie bins through deep snow or on ice will slow down the collection process quite considerably from their usual schedule.
- It takes longer to collect the waste in snowy and icy conditions due to the difficulties wheeling the waste to the vehicles.
- We are also find that waste can get frozen in the bin, if your bin doesn’t get fully emptied you will have to wait until the next collection day.
- Once we get over any snow or ice related problems your collection day will return to your normal day and stay the same as your collection calendars.
- In the event of more snow or ice recycling and refuse collections may be
further disrupted - more details will be posted on www.aws.gov.uk
Gritting and icy pavements :
Snow
ploughs and gritting : This is the responsibility of West Sussex County
Council. If you have an issue with gritting, snow ploughs, road clearance or
pavements please see the gritting
information on the West Sussex County Council website (www.westsussex.gov.uk/default.aspx?page=10262)
In
the event of snow and ice Adur and Worthing's cleansing staff may be redeployed
to assist in keeping pavements in town centres, district shopping areas and
other key areas clear of snow and ice. We will do our best to keep main town
centre pavements and pedestrian routes clear to assist West Sussex County Council.
Statement from Adur and Worthing Councils :
- “In the event of snow and ice Adur and Worthing's tidy teams may be
redeployed to clear ice from pavements in busy town centres and secondary shopping
areas across the two districts.
The situation will be reassessed daily in the morning - depending on the weather
- to see if any more clearing is needed. In the meantime if snow or ice is
about we urge residents to take care and only go out if absolutely necessary.
If anyone knows of a vulnerable neighbour please see what you can do to help them in this unusual cold snap.”
Statement from West Sussex County Council (WSCC) :
"During
spells of extremely cold weather and in the event of snow and ice, we need
to keep a fleet in readiness and crews on standby. The resources we are able
to bring to bear on minor routes, residential roads and pavements is limited,
and depending on the situation may become fully stretched.
On the issue of pavements, because of parked cars, and pedestrians using the footway, gritting is best done by hand, which is labour intensive. However when we are notified of a dangerous pavement, we make every effort to deal with it.
We urge people to bear with us during periods of snow and ice, as we work to maintain the strategic network of roads in West Sussex, keeping them open to through traffic and in a safe condition."

Useful advice when snowy or icy conditions are present :
- If you are in any doubt as to the weather conditions, or your ability to drive in them, always err on the side of caution or leave you car at home.
- Unless your journey is essential stay at home.
- ALWAYS :
- Let people know where you are going.
- Let people know when you set off and when you expect to arrive.
- Let people know when you have arrived safely.
Drivers : Consider whether your journey is essential,
if it is, check the local and national weather forecasts before setting out.
Please slow down and take extra care on icy or snowy roads especially in sheltered
rural areas and residential roads, main roads have been gritted but extra care
should be taken by all including pedestrians and cyclists. Drive with care even
after roads are salt treated and keep your distance - it can take more than
10 times longer to stop in icy conditions. If driving, listen to your local
or national radio stations for up to date travel news. Keep an emergency pack
in your car's boot (warm clothes, food, drink/water, boots, a torch, a spade
and a fully-charged mobile phone with you in case of a breakdown, etc) - you
may need it if you get into trouble.

section
Pedestrians : Please take extra care when out and about, slippery icy or conditions could be hidden underneath snow and could cause injury if due care and attention is not taken. The town centre and district shopping area pavements have been gritted and are being actively cleared. Non-town centre area pavements may still be untreated, therefore please take caution. If you feel you have to walk in the road due to the pavement conditions please be aware of road traffic around you, and wear high visibility clothing to help motorists spot you - especially in darker conditions. Wear stout footwear. If going out consider taking your evening shoes with you but using sensible shoes to get to your destination. High heels and snow for example do not mix!
Cyclists and motorcyclists : To be safe you are strongly advised to leave your bike or motorcycle at home and either walk or use other forms of transport. But if you really feel you must take your bike out then you are advised to wear high visibility clothing and use your lights to ensure motorists can see you and to take extra care on slippery surfaces (which may not be obvious) - if in any doubt about the conditions get off and push your bike, or lock it up safely out of the way and come back for it when the weather improves.

West Sussex Fire and Rescue Service
West
Sussex Fire and Rescue Service is a department of West Sussex County Council.
Messages from them about :
- Stay away from areas of frozen water
- Burst pipes
- See also the West Sussex Fire and Rescue website (www.westsussex.gov.uk/living/emergencies/fire_and_rescue_service.aspx)
Stay away from areas of frozen water
West Sussex Fire and Rescue Service is urging people to stay away from areas of frozen water, as the current icy conditions look set to continue.
Over the last decade over 20 people have drowned in the UK as a result of venturing out onto ponds and lakes that have frozen over. More than half of these were trying to rescue other people or dogs. In many instances the dogs managed to scramble out to safety, while the owner, unfortunately, did not.
Neil Graham, a firefighter with West Sussex Fire & Rescue Service's Technical Rescue team, who are all fully trained and equipped to carry out specialist ice rescues, said:
"A frozen lake or stream can look safe, but there is really no way of knowing how thick the ice is and whether it will hold your weight, so the advice is to simply stay clear of it. People should take extra care around the edges of waterways because a layer of snow can easily disguise thin ice underneath."
"For dog owners the safest option is to keep your dog on a lead and avoid throwing sticks or balls near frozen water so they cannot run out onto the ice. We'd also ask that parents talk to their children about the dangers of skating or playing on frozen water."
"If you do see an animal in difficulty do not try to rescue it yourself - if the ice is too thin to support a dog's weight, it certainly won't support yours. Instead call 999 and give the emergency services as much information as you can about your location and what has happened."
Burst pipe? Make sure you know what to do says West Sussex Fire and Rescue Service
West Sussex Fire and Rescue Service is urging people to call a qualified plumber rather than the emergency services if their water pipes burst in the thaw that follows icy weather conditions, providing their life is not in danger.
But if electrical appliances are involved and the situation is at all risky, the advice is to call 999.
Burst pipes can occur when freezing temperatures rise and a thaw starts following an icy spell.
West Sussex Fire and Rescue Service offers the following advice to keep your home's water supply running smoothly and help prevent your pipes from freezing:
- The key thing is to find your stop tap, which is usually under your kitchen sink.
- This is the tap that stops the water supply entering your home so if you know where it is you can turn the water off quickly, to prevent flooding in your home.
- If you do get a burst pipe, turn off the stopcock and central heating boiler and call a qualified plumber.
- If you are planning on leaving your home or office unattended for long periods, turn off the water supply, outside taps and exposed pipes.
Other safety tips include:
- Make sure that all taps are turned off properly, especially last thing at night.
- Insulate any exposed water pipes with felt, pipe wrap or other suitable insulating material and cover any outside pipe or fitting with a waterproof material.
- Make sure your cold-water tank is insulated and leave central heating on a frost-protect setting overnight.
- Have you considered looking up the contact numbers of qualified plumbers and electricians so you have them available in an emergency? Consider sourcing them through a company such as 'check a trade' or the WSCC 'buy with confidence' directory.
West Sussex Fire and Rescue Service don't want to deter people from dialling 999 if they feel there is a risk to life as a result of flooding water damaging electrics. But they ought to be aware of where their property's stopcock and fuse box are, so they can make themselves safe.

Volunteering
Alongside the excellent work of our public services in responding to the severe weather, we have seen many tremendous examples of the way local communities have pulled together.
Volunteering your time can make a big difference to those who are struggling during the cold snap. We would encourage those interested in lending a hand to contact their local Volunteer Centre in Adur (Adur Voluntary Action) for advice on where they can help.
