to Adur District Council's Capital Strategy
Why have a Capital Strategy?
The purpose of this strategy is to support the Council's corporate programme by providing a framework within which the use of capital resources - both financial and physical assets can be co-ordinated and allocated in accordance with our key objectives.
The Council has limited resources with which to fund any proposed capital expenditure. An effective capital strategy is required :
- To ensure that any proposed scheme can be justified, offers value for money, and will enable the Council to meet its objectives
- To deal with competing demands for scarce resources in a fair and transparent manner
- To place the decision making process for capital within the overall corporate planning framework
- To minimise net revenue costs, so schemes are self-financing.
The impetus behind this strategy is further accelerated by the Government's agenda in moving away from a needs based allocation of capital borrowing allocation to one based on affordability.
The Council's Capital Strategy was agreed in 2003 as being fit for purpose.
