Planning

Core Strategy

The Core Strategy is a new plan which will provide a clear strategy for development throughout Adur District up to 2026. It will cover Shoreham, Southwick, Fishersgate, Lancing, Sompting and Coombes. It is an overarching, strategic document which will indicate key sites and strategic locations for new development, along with criteria to guide new development to the right locations. The Core Strategy will set out a ‘vision’ for the district, a spatial strategy for development of the district, and policies and proposals to help achieve this.

The Core Strategy forms a fundamental part of the Local Development Framework (LDF) for Adur which will help guide and enable development, secure regeneration, address deprivation and help improve Adur’s community facilities and environment up to 2026 (see Local Development Framework page).

A Core Strategy was previously produced by Adur District Council and submitted to the Secretary of State on 31st January 2007. However, having considered the nature of the representations received, the Inspector raised a number of concerns which he wished to address at an exploratory meeting. A Full Meeting of the Council on 11th September 2007 recommended that the Core Strategy be withdrawn, which was confirmed by a letter from the Secretary of State dated 31st October 2007.

Review of Core Strategy

Following the withdrawal of the previous Core Strategy, a revised Core Strategy was commenced in January 2008. A number of new and revised technical studies are being undertaken. Stakeholder consultation will take place throughout the process.

The timetable for the Core Strategy (and other parts of the Local Development Framework) may be found in the Local Development Scheme (see Local Development Scheme).

In addition to the Core Strategy, an Area Action Plan for Shoreham Harbour is being prepared jointly with Brighton and Hove City Council and West Sussex County Council. Work is ongoing with these and other partners to progress the regeneration of the Shoreham Harbour area. The Core Strategy will help deliver the Adur Community Strategy and emerging Sustainable Community Strategy and aims to reflect the views of the local community. Once adopted the Core Strategy will be the 'umbrella' for all subsequent policy and guidance documents document produced as part of the LDF, and will inform strategies and projects proposed by the council, its partners and stakeholders which will have an impact on Adur's land use and development. The Local Development Framework document including the Core Strategy will eventually replace the Adur District Local Plan 1996. Until this happens, some of the policies from the Local Plan have been 'saved' and these policies will continue to be used until they are replaced.

Production of the Core Strategy will entail working with stakeholders, as well as periods of public consultation (see Local Development Framework page).

Site Allocations

A Site Allocations document was produced and made available for consultation which identified the main sites for development and land uses (in line with broad locations identified in the Core Strategy 2007) to meet a variety of needs in the district, including housing, employment, retail leisure and community facilities. Given that this version of the Adur Core Strategy was withdrawn, the Site Allocations Development Plan Document (DPD) was not progressed further, although responses received will be useful in informing the emerging Core Strategy.

Site allocations are likely to be addressed in a subsequent Development Plan Document linked to the emerging Core Strategy - please see the Local Development Scheme for further details.

The council at its full meeting on the 11th September 2007 recommended that on the basis of recommendations from the Secretary of State the Core Strategy was to be withdrawn. On 31st October 2007 the Secretary of State wrote to the Council saying they were satisfied that the Adur Core Strategy development plan document should be withdrawn and has made a direction under Section 22(2)(b) of the Planning and Compulsory Purchase Act 2004. In exercise of the powers conferred by sections 22(2)(b) of the Planning and Compulsory Purchase Act 2004, the Secretary of State directs Adur District Council to withdraw the Adur Core Strategy development plan document.
