Annual Monitoring Report (AMR)

The government requires all local planning authorities to produce Annual Monitoring Reports in order to assess how well they are progressing their Local Developments Frameworks as well as achieving the policies contained in their Local Development Framework documents.

Adur District Council has produced its Annual Monitoring Report for the period 1st April 2010 to 31st March 2011. This report assesses our performance in meeting the timetable milestones (as contained in our project plan - the Local Development Scheme) for the various documents which will eventually form our new Local Development Framework. The report also assesses the effectiveness of the saved policies in the adopted Local Plan using a number of indicators as advised by the government. For example, the report measures the amount of new employment floorspace and new homes we have provided against the overall requirement as contained in the South East Plan. It also indicates the different types of employment floorspace completed, the number of affordable homes secured and the proportion of new homes provided on brownfield land. Information is also provided for indicators on, flood protection and biodiversity.

Please note that the AMR also lists the Saved Local Plan policies.

This will be the last Annual Monitoring Report produced under the 2004 Act. The emerging Localism Bill proposes the removal of the requirement for local planning authorities to produce an annual monitoring report for Government, while retaining the overall duty to monitor. Guidance on local plan monitoring was withdrawn on 30th March 2011. Local planning authorities will, in future monitoring reports, be able to choose which targets and indicators to include as long as they are in line with relevant UK and EU legislation. Their primary purpose will be to share the performance and achievements of the planning service with the local community.

 

Please note that the AMR also contains the Saved Policies 2011.

This will be rolled forward and submitted to the government again in December 2012.
